Ruto Government Shakes Up Parastatals in Sweeping Leadership Changes

NAIROBI — The Kenyan government has announced a fresh wave of leadership changes across several state corporations, marking one of the most extensive parastatal reshuffles this year.

In a gazette notice published on Tuesday, several Cabinet Secretaries made new appointments, revoking previous ones as the Ruto administration seeks to inject what officials describe as “renewed energy and accountability” into public institutions.


Fresh Appointments Across Key Agencies

Public Service Cabinet Secretary Geoffrey Ruku led the changes with four appointments to the Gambling Regulatory Authority (GRA) board.

The new appointees — Emma Wambui Mbugua, Anne Derasso Illo, Fredrick Odumo Nying’uro, and Valerie Lomosi — will each serve for three years.

Their entry comes with the revocation of appointments for Ernest Kamau, Anne Too, Innocent Muganda, Janet Oben, and Edwin Gikunju, who previously held the same positions.

In the education sector, Cabinet Secretary Julius Ogamba named Professor Kellen Kathure Kiambati as the new Chairperson of the Technical and Vocational Education and Training Authority (TVETA) Board. Her four-year term begins immediately.

Meanwhile, in the communications sector, Information, Communications and Digital Economy CS William Kabogo appointed Stephen Njuki to the Communications Authority of Kenya (CAK) Board.

Njuki, a former politician who came second to Ruku in the 2022 Mbeere North parliamentary race, will serve for three years.


Familiar Faces Find New Roles

Several former appointees who lost positions in the GRA reshuffle have been reassigned elsewhere.

Health Cabinet Secretary Aden Duale appointed Edwin Gikunju — whose earlier appointment at the GRA was revoked — to the Kenya Institute of Primate Research Board, also for a three-year term.

Water, Sanitation and Irrigation CS Eric Mugaa named Innocent Muganda to the National Water Harvesting and Storage Authority Board, while Roads and Transport CS Davis Chirchir appointed Anne Too to the Kenya Civil Aviation Authority (KCAA) Board.

Too, the daughter of the late former CID Director Noah arap Too, will also serve for three years.


Legal Sector Changes

Attorney General Dorcas Oduor made her own adjustments within the legal sector, naming Ernest Kamau — another former GRA board member — to the Business Registration Service (BRS) Board.

Kamau’s appointment is for three years. At the same time, Oduor revoked the membership of the Selection Panel responsible for nominating candidates to the Waqf Commission, though she did not immediately name replacements.


Broader Pattern of Reorganisation

The flurry of appointments comes as the Ruto administration continues its reorganisation of state agencies — a process that began shortly after last year’s Cabinet retreat at Karen, Nairobi.

Analysts view the latest reshuffles as part of a broader strategy to consolidate administrative efficiency and align key institutions with the government’s policy agenda ahead of the 2026 midterm review.

While the changes have drawn mixed reactions, supporters argue that periodic renewal of parastatal leadership is essential to improve accountability. Critics, however, see a pattern of recycling familiar political figures into new public roles.

Either way, the government insists the appointments were made “in line with the Public Service Commission Act and based on merit.”
