Whistleblower Nelson Amenya Raises Alarm Over Possible JKIA Deal with Dubai-Based Firm

Nelson Amenya, the whistleblower who exposed the controversial attempt to lease Jomo Kenyatta International Airport (JKIA) to India’s Adani Group, has resurfaced with new claims about a similar deal involving a firm based in Dubai.

After months out of the public eye, Amenya alleges that the Kenyan government is now planning to transfer control of JKIA to a Middle Eastern company, potentially linked to the Adani Group, using the country’s financial credibility as collateral. Although he did not name the Dubai firm, Amenya hinted at the possibility of Adani’s involvement, citing the region's status as a tax haven and the group’s previous interest in Kenyan infrastructure.

"The Kenyan government is planning to give the airport to some company in Dubai, and will use the country’s balance sheet as a sovereign guarantee," he stated, warning that such a move could burden taxpayers.

Amenya questioned the rationale behind the guarantee, arguing that if the investment were sound, it should not require state-backed assurances. “If a company has the money and truly sees the airport as a viable investment, why would taxpayers need to underwrite the deal?” he asked.

In 2024, Amenya gained nationwide recognition for leaking documents related to a secretive deal between Kenya and Adani Airport Holdings Limited. The documents revealed undisclosed terms and raised serious transparency concerns. Public pressure mounted, and President William Ruto eventually cancelled the Adani deal, particularly after company executives were indicted in the U.S. over a Ksh32 billion corruption case.

Amenya's new revelations come just as Kenya finalizes a Ksh193 billion loan agreement with the United Arab Emirates, reportedly carrying a steep 8.2% interest rate and due for disbursement in February 2025. The timing has intensified scrutiny of the government's dealings and the possible link between the loan and renewed interest in JKIA’s control.
