Government Mandates Nationwide Registration for Social Health Insurance Fund Effective January 2024

In a significant move aimed at ensuring widespread access to healthcare services, the Kenyan government has declared mandatory registration for the Social Health Insurance Fund (SHIF), as per the provisions of the Social Health Insurance (SHI) Act 2023.

The Act, which came into effect on January 19, 2024, dictates that every individual residing in Kenya must apply for registration with the Social Health Insurance Fund within ninety days of the Act's implementation.

This initiative is designed to guarantee that all residents have seamless access to health services in the country, marking a fundamental shift in healthcare coverage. The Court of Appeal recently lifted High Court orders that previously hindered the implementation of the Act, providing the Ministry of Health the green light to move forward.

The newly introduced Social Health Insurance Fund will replace the National Health Insurance Fund (NHIF), extending coverage to every Kenyan. In contrast, the NHIF did not mandate registration for non-salaried Kenyans.

President William Ruto, speaking on Sunday, January 21, assured that the government would cover the monthly contributions for Kenyans from vulnerable households. Tana River Senator Danson Mungatana emphasized the necessity of registration, even for those whose contributions are covered by the government.

"Even if you say you are not going to be able to raise any money, the requirement is that you should be registered for practical reasons," Mungatana stated during a media interview on Monday.

He further explained that registration is crucial for identifying individuals eligible for government support and ensuring accurate planning for healthcare resources, including medicine and healthcare workers. This strategic approach will enable the government to gauge the number of Kenyans accessing public health services and tailor healthcare planning accordingly.
