In the midst of mounting allegations of graft and abuse of office, Ezra Chiloba has tendered his resignation as the Director General of the Communications Authority of Kenya (CA).
The CA issued a statement on Thursday confirming the acceptance of his resignation by the board of directors. Simultaneously, the Ethics and Anti-Corruption Commission initiated an investigation into the allegations.
Mary Wambui, Chairperson of the CA Board, expressed her gratitude for Chiloba's contributions to the organization and the broader ICT sector, extending her best wishes for his future endeavors.
Chiloba's tenure as the CA Director General, which commenced in October 2021, came to an abrupt end following his suspension over graft suspicions. His suspension, indefinite in nature, was announced in mid-September during a board meeting held by the authority.
In the interim, Christopher Wambua has assumed the role of Acting Director General, marking the untimely conclusion of Chiloba's two-year term. Alongside Chiloba, other key figures, including the Human Resources, Legal Services, Internal Auditor, and Finance directors, were also sent home.
The allegations pertained to the misappropriation of approximately Ksh 662 million in staff mortgage funds, resulting in significant financial losses for the communications regulator.
An investigation carried out by the Special Board Audit and Risk Committee unearthed deficiencies in the authority's financial management. Specifically, it was disclosed that Chiloba had acquired a house and seven acres of land, exceeding the stipulated one-acre limit established by the Civil Servants Housing.
Consequently, the committee recommended that "Management should hold those responsible to account and recover the liabilities within the next 30 days."
