In a groundbreaking decision, the Ruto Cabinet has given the green light to a sweeping overhaul of Kenya's healthcare system by approving the dissolution of the National Health Insurance Fund (NHIF) and the establishment of three distinct funds. The move is heralded as a transformative step toward achieving Kenya's long-sought Universal Health Coverage (UHC) goal.

The three new funds, the Primary Healthcare Fund, Social Health Insurance Fund, and Emergency, Chronic and Critical Illness Fund, signify a paradigm shift in how healthcare is delivered and accessed across the nation. During a crucial meeting convened at the Kakamega State Lounge, the Cabinet asserted that this restructuring would lead to enhanced healthcare accessibility for all Kenyan citizens.

According to a statement released by the Cabinet, this monumental change in the healthcare landscape aligns with President William Ruto's broader vision for UHC. The statement articulates, "This ushers in a paradigm in the legal and institutional framework for healthcare in Kenya by repealing the current National Health Insurance Fund and establishing in its place the following funds: Primary Healthcare Fund; Social Health Insurance Fund; and Emergency, Chronic and Critical Illness Fund."

As this transformation takes shape, four pivotal bills have been submitted to the parliament, each playing a vital role in the realization of Universal Health Coverage. These include The Primary Health Care Bill, 2023, which aims to establish a legal framework for comprehensive primary healthcare provision. The bill emphasizes practical, scientifically sound, and accessible health services, promoting preventative measures and healthy lifestyles to safeguard the wellbeing of all Kenyan citizens.

Simultaneously, the Digital Health Bill, 2023, underscores the importance of incorporating digital health technologies into the healthcare landscape. By equipping healthcare workers with cutting-edge tools, such as electronic health records, telemedicine, and mobile health solutions, the bill strives to harness the potential of information and communication technologies to revolutionize healthcare delivery across the nation.

While this ambitious overhaul is poised to elevate Kenya's healthcare sector, the introduction of the bills is expected to spark robust debates within the parliament. The nation watches as the government takes bold strides toward a future where accessible, quality healthcare is a reality for every Kenyan citizen.
