Assessment

Eliud Owalo — The technocrat-turned-challenger | Former ICT CS A former Cabinet Secretary for ICT and Digital Economy and former Deputy Chief of Staff for Delivery and Government Efficiency, Owalo resigned from government in January 2026 and declared his presidential bid. He is presenting himself as an economic and management reformer, with a focus on efficiency, productivity and a different approach to governing Kenya. His biggest challenge is converting his experience inside the Ruto administration into a credible argument for replacing it — while building national support beyond his western Kenya base. He launched a new political party in July 2026.

Path to power

Owalo's most credible route is not an immediate nationwide breakthrough. It is to consolidate a strong Nyanza base, establish meaningful support in Western Kenya, pick up pockets of support in Nairobi and the Coast, and then become indispensable in a coalition. His presidential viability depends on demonstrating that he can move beyond Luo/Nyanza politics and cross the constitutional threshold requiring at least 25% of the vote in 24 counties. His own campaign is explicitly positioning PPP as a national rather than regional party. His political history gives him an unusual network: he has worked with Raila, Kalonzo, Wetang'ula, Mudavadi and Ruto at different stages. The question is whether that network translates into voter loyalty. At present, there is considerably more evidence of political access and organisation than of mass electoral support.
